40% "Restocking" fee for a new unopened, sealed item returned 17 days with a receipt

I bought two items at Youcan Toucan in Denver, Colorado for my 90 year old mother. This is a "Wellness" store for elderly and handicapped people. I tried to return the items and first was told that since it was past the 15 day deadline, they would not take the items back. Next they said that they could offer me a partial refund with a 40% restocking fee. These items with tax totaled $54.40. How can you justify a 40% fee to put a sealed box back on a shelf? Very disappointing especially considering the business and demographic they are suppose to be serving. I wonder how many elderly people they have taken advantage of??
