As a supervisor Past 2 yrs have Been building trying to create a small Minority local business am an Equal opportunity company hire women/teens/all races I have a very well reputation, In the commercial retail Industry lot. Commercial snow removal commercial landscaping I do not do any residential I do not have any homes all commercials I have well been responsible bidder I service Fire Stations / associations HOA/ municipal townships. Great municipal references over 20 plus retail locations

The reson for this email I have been a victim of discrimination and public bid rigging

Public bid fraud Superintendent, mayor and city council

Superintendent, Elgin, Illinois

Was first person to descrimanate

Second mayor of Elgin

Third Elgin Ill attorney bill

Fourth council of Elgin

There was a public bid in the beginning of January 2023. It was a bid to the public landscape and biweekly bed maintenance Myself, Jr & sons landscaping Llc was.

A VICTIM City of Eldon superintendent of counsel made BID fraud broke every rule

Discrimination against equal opportunities and small minority businesses

Discriminating against A Latin Hispanic company name

They dont follow laws and follow there policies

Superintendent committed fraud, and Illegal bid Rigging I have video of his discriminating voice and unprofessional excuses of why not to follow. Law An award the public bid to the lowest responsible bitter. Instead, they went with the highest bidder.

He had communication with the company before after, and during the bid (illegal) all bids should be transparent. To the public no communication between any parties

They made a public bid for something else which was biweekly bed maintenance .

They arrange the contract between them for more money, and will to b provided with more services.

Without the public knowing

They made an illegal award to the highest bidder (illegal ) All taxpayers money should go to lowest bidder

They failed to send a loss letter to all bidders or the lowest bid in order for them to have a proper time to protest the bid (illegal)

After I found out about the illegal, bid awareness

I have a meeting with the mayor which he said he does not know anything about the law or steps on proper public bids laws

He referred me to the attorney, bill that works for city of Elgin

He called me and said he reviewed the complaint and that I was correct in his own words. He said there was many flaws and inconveniences there that should have not happened !!

Admited to the his city fault

And he said he was gonna refer to our counsel to the Immediately retract the contract from the highest bidder

Following month came council retracted the contract admitting fault and flaws with the highest bidder admitted inconveniences and flaws in their own words that should have not happened

I was very happy and pleased. I did not want to do ivolve my city in a scandal So I have not shown evidence to any social media news or lawyer

I wanted to do this right and ask for help from our city Council. Which I did twice in a period of 90 days, and they failed me.

Denying me, or the city of Elgin the opportunity. To fix their mess and have a proper award to the lowest bidder

They said they were not gonna bid it out. City was gonna do it them selves This whole time theyve been planning on how to fix their mess

After retracting their contract from the highest bidder, they decided to rebided it again last month

Instead of fixing their mess and handing over the contract to the appropriate winner, they still discriminated and racially profiling against the small local Latin, Hispanic and minority owned business

They had already lost money with the highest bidder, they I figure theyll have to fix there mess to try to cover up from the Public

So they gave the highest bidder the opportunity to get the rest of his money by being. In the bid after the fraud scheme they committed He was over 230 k.

I was 114k I have a recording of the superintendent where he said its not OK for me to do it for 114 K but it is OK for another company to do it. For less than that ? I have many contradict me, videos, and statement that will be made public to the news and social media. I did not get any help.

From you You are my last hope and stop to investigate the cities of Elgin and bring them to a stop and better this citie.
