Never received budget

I applied for vesid oxn the date of 4/19/20. Based on the Covid-19 case I was susposed to recevied $ 7,000 a month based on IRS decision dealing with emergency disaster Issues of Covid -19.
So If my budget is not there how did i not receive it already. People need to move on from pirarcy to the 14 amendement and the 5 amendment was already carried out so therefore solute the General with relief of benefits.
