Rubber mulch was half of what I ordered

Rubber mulch sells for $500+ / ton. My price is: $250/ton You come and pick it up $325/ton I will deliver to (DFW area) This is the ad that I responded to on Craigs list last Monday, March 17. I decided to buy the 2 tons of rubber mulch for my arena. I paid $600 even paid an extra $25 for delivery. From the video below, this was unloaded from the 5 ft by 12 ft trailer (Gross Vehicle Weight 2000 pounds) plus in the bed of the truck they had 6 half full 55 gallon drums. I had them unload two drums around each barrel. I called Tim and told him that I did not receive 4000 pounds of mulch. He responded that he was not trying to cheat me that he had other mulch and if he did not have enough mulch that I would get a refund. I have not received any more mulch nor a refund. The last text that I received from him was on Friday. Now he will not respond to any phone calls or texts. How would you rate this business as far as ethics? I feel like I was cheated and will never do any business with TX2 BUILDINGS ever again.
