As an ex consultant who has been in TW on and off for decades.
There had always been a small element of dishonest consultants trying to rip off the system and take advantage of customers to get free products themselves. This reflected badly on those of us who were running our businesses legitimately and was before people had to be interviewed before signing up.
Warranty Claims in NZ offered free shipping so consultants were "upgrading" their old stock keeping the new replacement and giving the company a bad name, but it was actually consultants abusing the system at the customers expense.
When they offer to do warranty, sometimes they were giving the customer an old replacement and keeping the new one for themself.
