My daughter and I stayed at the Tropicana this past Mother's Day weekend. To my surprise, we saw 3 people with dogs at the slots machines near the South Tower.
One lady even had her dog sitting in one of the chairs next to her. This is totally unsanitary. Another man had his dog on his lap. Another man was wheeling his big bulldog around in a wagon.

You think these examples did not lie and claim “service animal”? Merchants are only allowed to ask “service animal due to a disability and what task are they trained to perform?”.
Once both are answered all questions stop and there is no policing. As a fellow patron, you should have informed staff and educated them that service animals are REQUIRED to remain on the ground.
