Submitted a claim and told to pound sand

We purchased travel insurance in 2019 for a trip in 2020. We had a trip through our synagogue to Italy. When Covid broke out, Delta cancelled our flights, Expedia returned all our fees, but the hotels in Italy did not give back the deposits to the synagogue. We filed a claim for $1200 of the deposits not returned. Told us not covered. Then we said OK, the trip never happened, give us back or credit us the insurance for future travel. No response. I have contacted the Florida Insurance Commissioner and the Corporate office and so far not response.
