I have moved from FL to Texas. In the process, I have lost my FL ID.

Can I still transfer to a TX DL if I have the DL# and it is valid?

Also, for verification of proof of identity, I am in the process of renewing my passport. Do I have to wait for the new booklet, or are the receipts that it is in process good enough?
