Question if I can draw unemployment on voluntary quit leaving town

Was needing to go back home to TN to take care of the wife that's sick so I asked for lay off and they gave me a voluntary quit of leaving town, can I draw unemployment on a voluntary quit?

The unemployment service in the state of Kentucky is the worst government agency Ive ever had to do with. They have a website that they cannot control.

They turned that control over to a private company ID.me. Kentucky has one email address for me, I didnt. He has a different email address for me. Therefore, I cant get Unemployment because Kentucky cant fix the problem and Ill be me hasnt responded to five emails.

Also, I didnt he does not have a phone number for phone support. What are useless waste of taxpayers money every one of you

I have filed a request for unemployment in April of 2019 due to the pandemic, I understand the employees was overwhelmed with the amount of requests they had, however it has been 3 years after all the paperwork , all the calls , emails, waiting , applying being told Im eligible for benefits, to continue calling in my benefits as I did for so long until the system was hacked & the unemployment office sent out PIN numbers for everyone, mine never worked !, I contacted them for months before I ever spoke to someone & thought finally I can get all this took care of only for them to inform me I had to reapply now ,& so I did that 3 more times & here I am 3 years later & have not received a penny , i have letters telling me Im eligible etc I also applied for the back to work incentives program & I did go back to work during the pandemic at a different business, and have worked at 3 more businesses during the pandemic & I was not eligible for that program, ok no problem , but why am I yet to receive the unemployment that I was eligible for 3 years ago? I am now unemployed once again due to medical condition that requires a brain surgery, & I will be out of work for a little bit , & unfortunately I dont have Fmla, or any other insurance or pto.

After the pandemic& not receiving a penny I am reluctant to apply for unemployment again just to go through the same situation, it was both physically & mentally draining & it seems it was all for nothing in the end. I havent heard nothing from the unemployment insurance office after leaving them hundreds of messages I really would like to know the point in paying for unemployment in case something happens & I need it , just for something to happen & I never received it!

Im sorry for the rant but Im our government should do better ! Unfortunately we are stuck with a 50/50 chance of anything getting done its like a game of Russian roulette& expecting to live forever,
