Windstream slow speeds on both dsl lines into my house

I pay for 3mbps on two separate lines into my house. Both lines work fine until about 3pm or 4pm. Then it's like someone flipped a switch, and bam, both lines are running at EXACTLY half speed, 1.5mbps. And they continue at these half speeds for as late as I stay up, until 10pm or 11pm. The next morning, every week day, the speeds have corrected to the stated 3mbps. Then again, everyday around 3pm, they drop back to exactly half speed. I had a Tech out at my house, he had is own personal computer, had everything disconnected from my house, except one modem, he plugged into it and his own personal computer ran at EXACTLY the same half speed as mine at around 4:30 pm on Friday September 9, 2016. Then he disconnected the first modem, and connected his personal computer on my second telephone line modem, with everything else disconnected from my house. Once again, his computer ran EXACTLY half speed, 1.5mbps. This continued for the entire weekend. Come Monday morning, September 12, 2016, I checked both lines, and both were running at full speed, 3mbps. Later that day at 4pm, both lines had been cut back to 1.5mbps again. This has been happening since I added the second line at the end of July 2016. Every single day!

Windstream Internet and Customer Service IS THE WORST

If you have read a bad review on Windstream, it is the truth. Pay for 6 mbps which is the slowest internet service they charge for. My average speed is .96 mbps. This does not even qualify for "HIGH SPEED INTERNET" which Windstream highly advertises. Every single month, I have to pay for a service I am not receive. If I am going to have dialup speeds, then charge me for dialup and not high speed. The kicker is, I pay my bills online. I cannot pull up the Windstream payment site from my home!!! It will not load! How *** is that? Also, what good does it do for the government to fine Windstream without forcing them to fix it. Plus none of the fines paid in Georgia were returned to the customers. Perhaps some back scratching going on.

They probably won't go bankrupt because they buy up garbage phone companies in small backwoods towns and then milk the revenue out of them and never fix or upgrade anything. ...
