Global Cash Card - Took money and won't return

I had all of my money withdrawn from my Global Cash card without my permission because they said they couldn't verify my identity? they never attempted to verify my identity and just withdrew the money and said they sent me a check for the 400 dollars they took. It has been over a month and I still haven't received my check. They also said they needed all of my identifying information, ID, SS card before they could return my money. I fell like I have been scammed but every time I attempt to call it is an hour hold to speak to someone so I haven't been able to contact them again about the so called "check that's in the mail"

Global Cash Card - They Stole My Money, then Modified my Account to Cover Themselves.

I tried using my card the other day and it was declined. My ledger balance, available balance, and phone balance all give different amounts. When I called to complain, they modified my ledger balance to reflect the negative amount that my available balance showed. I did not have any pending transactions at all. I've contacted my State AG, made a formal complaint to the federal reserve, contacted the Associated Press, and created a facebook account for GCC's victims.
