Unwilling to refund money with coverage

We purchased surety bond through SuretyBonds.com from Travelers. Upon realizing that we already had another surety bond through the same company, Travelers cancelled this new bond and refunded $317 in full to SuretyBonds.com However, SuretyBonds.com is unwilling to give that money back to us, claiming that they have no refund policy. This is unfair and possibly illegal to keep the customer's money with no coverage, when they have received full refund from surety company.
