I as well as others have not been paid

I work for the state of Ohio and have not been paid they where putting in a new computer system and told us that we would be able to put in our pay after a week it has been two Where is the money???? When you work you get paid I want mine and I am sure others fell the same way I DO. I am sure if you had a cow and it didn't produce the milk you bought it for you would give the cow away or sell it can it is time for you to go.
