Smartsheet Billing Practices

I had to upgrade my Pro Plan to a Business Plan to publish diagrams. My bill increased by $900/year when I upgraded. I was told by Customer Service that I could downgrade my account. I then received an email stating that I could not downgrade my account. I would have to cancel and re-signup for the Pro Plan. I cancelled my account and received an email confirming my cancellation. The next day I received a notice that I will be billed $900. There is no way to call billing support and they are not answering the email inquiries that I have sent. Billing support is horrible!!
