Didn't get what I paid for

I ordered a speed queen coin operated washing machine.i ordered my Speed Queen washer from Siano Appliances. I requested a maximum capacity on the coins operated machine.
I was told that it could be done and when I receive my washer, it was not. I called my rep Shandice back at Siano and she said she would contact the rep to see about having it done.
I did not receive a call back from the rep so I called Shandice back and she said that the guy name was Julian and it might be a cost in it and I told her I didnt think it should have been a cost because she said it could be done before I actually paid for my coin operated machine to be changed has cost of $200 so I called Shandice back and asked to see if I could be compensated and she said no, I asked for the manager and she got me the general manager, and I explained to him as well and he said because I requested dont mean it could be done as a way if it couldnt have could not have been done that that shouldve been relate to me before taking my money saying that it could be done because if Im paying for a specific thing then thats what I want then I asked about a refund and he said my money could not be refunded. General manager kept saying you request I said it didn't make a different if the asked or request it was relay to me that it could be done.
