Sergeant Frank Stewart

“This is Sergeant Stewart with DPS ... you need to call me at this number” ( 1-92*-814-**** ), was the voicemail message received at our New England newsroom affiliate. With no indication as to the subject of his directive, our researchers identified the phone number as an Arizona based cellphone with published references to subscriber Frank Stewart, an Ariz. Dept. of Public Safety ( AZ DPS ) law enforcement employee and peace officer. While Sergeant Stewart’s command under the pretext of official police business is a matter of public concern and warrants investigation by the Professional Standards Unit of the AZ Dept. of Public Safety, our staff cannot be certain of the nature of his voicemail directive that was received after reports of complaints filed with governmental agencies concerning the malevolent actions of his stepdaughters were disclosed. Evidence reveals Banner Health Intensive Care Unit (Phoenix, AZ) Registered Nurse (RN) Tara Williams, formerly Tara D’Arcangelo; accompanied by her husband Travis Williams; Desert Cove Elementary School (Phoenix, AZ) Teacher Deanna D’Arcangelo; accompanied by her fiancé Steven Larson; and Keller Williams Arizona Realty (Tempe, AZ) “Manager of First Impressions” Amanda D’Arcangelo; accompanied by her significant other, known criminal Anton Edward Butler; overtly instigated and participated in hostile and threatening dialogue, and/or failed to take reasonable action to curtail discourse of an evil nature provoked by the D’Arcangelo sisters to terrorize and cause emotional and physical harm to the newly married wife of Nick D’Arcangelo. Furthermore, the sisters blatant disregard for their conduct including soliciting assistance from Anton Edward Butler to cause further emotional and physical harm to D’Arcangelo’s wife was undertaken and executed in conscious disregard of the consequence of their actions. With respect to Sergeant Stewart’s voicemail directive under the color of authority, and employment policies pertaining to the AZ Dept. of Public Safety police personnel, our research team confirmed employees are required to comply with policies governing law enforcement ethics including guidelines pertaining to off-duty misconduct. Pursuant to policy, abuse of authority, police misconduct, and conduct unbecoming an officer can result in disciplinary actions including dismissal. Court records reveal allegations of improper conduct on the part of Sergeant Stewart who, along with his current wife (also an employee of the AZ Dept. of Public Safety and the mother of the D’Arcangelo sisters referenced above), are named as Defendants in litigation filed in AZ District Court. In Amended Complaint filed 11-9-2012, Plaintiffs allege, inter alia, Defendant Officers, acted falsely, under color of their authority as police officers, without lawful reason or consent, utilizing a “high risk stop approach” to enter Plaintiffs campsite. Despite the complete lack of threat to officer safety, Defendant Officers at gunpoint, ordered Plaintiffs, their wives, girlfriends and family, out of their tents and motorhomes. Plaintiffs further allege Defendant Officers detained and imprisoned Plaintiffs, their wives, girlfriends and family, several of whom were in their underwear, by forcing them to lay on the ground, while Defendant Officers held them at gunpoint and subjected them to insults, threats, interrogation, and took photographs of them.
