Originally had a company to do a perk test for a septic design (Septic Experts, Wantage NJ) Once plans were completed by the engineer, apparently Septic Experts figured they had the job. However, as most consumers do, we put the job out for a few bids and Septic Experts came in with the highest price by several thousands of dollars.

We hired someone with a more reasonable price. Going with another contractor, apparently pissed off Septic Experts and when they billed for the perk test only it was outrageous, several hundred dollars more than another company would have charged.

Sounds like they did much more than just a perk test, ie., design of/for a septic field. Thus, they are entitled to some payment, but if it seems unreasonable your first act is to dispute the amount and go from there. You may need to get legal advice if they are unwilling to discuss their fee, etc.
