SGI Undervalues our car

We were hit from behind at a yield sign. The guy may have been on his phone to have hit us. SGI first said they will pay for the repairs. The initial estimate for the repair was approved by them. Then they got the car re-assessed and said it is a write off. SGI paid less than half of what we had paid for the car. Now we have to spend from our pocket to get a similar car. And we pay for the best coverage SGI has to offer. We were told by friends told there is no point of arbitration. Why are we being punished for no fault of ours?
