Officer overuse of power
Their so called enforcement officers are on a power trip. Handing out misdemeanor tickets, for off leash dogs.
Calling in for back up and intimidating/threatening dog owners, while homeless dog owners don't get touched.
Citizens with jobs are targeted, while the homeless and their dogs equally crap on our sidewalks and alleys.
Way to make that revenue San Diego.
You might want to consider re-training those power hungry individuals. how about you monitor fenced in parks like Dusty Rhodes, where people literally drop of their dog and drive off for a couple of hours.
