Paving experience in Salem, Oregon w/ RZ's paving

I had a driveway paved by RZ's paving located on Cordon Rd in Salem which turned out to be the worst construction decision I had ever made. The owner of the company provided an estimate lower than any of his competitors stating that he had better control of his costs since he worked on every job. He also explained that he was a member of the community and was committed to not ripping off his neighbors. On the day that the driveway was to be paved I came home at lunch to find that no work was being done, I assumed that someting had come up and was not concerned. When I came home from work 4 hours later I found the driveway half completed, I was told that their dump truck had been flagged because of brake problems. I immediately noticed that there was no bobcat on site (I was told they would be using a bobcat for leveling and final grade) but was told that everything was close enough that they were able to do final prep by hand. We had made plans to meet family for dinner, so we left with the three man crew still working. We returned home at 8:00 to find the driveway "completed" and a message on our answering machine asking that I call when we returned home so that he could pick up a check. In the moring I immediately saw issues with the paving job and called Dan (the owner) and asked we could meet when I got off work. When I pointed out the issues Dan first threatened to lien my property then said he would just bring an excavater in and tear out the paving. I explained that there was no need to become hostile and that I thought we could work thru the issues, he then said he would make repairs. When repairs were completed he said that he would seal coat the drive once it got a bit warmer to conceal the patch work and he would deduct $200.00 from the total because the approch was narrower than stated in his bid. I payed him in full trusting everything I had been told. During summer he did not return as promised so I asked another company to provide an estimate to seal coat, they said they would not seal coat the drive because it had been graded so poorly that it would retain water if it were sealed. I then filed a CCB claim and asked another company to estimate repairs, these repairs ended up costing more than the original job due to the labor to tear out RZ's shoddy work. After meeting with CCB inspector on site he reported "while their are obvious workmanship issues it appears that the work was accepted by the home owner at a reduced cost therefore he is entitled to the cost to seal coat only and no estimate was provided for this work. I explained that no contractor would provide an estimate to seal coat due to the poor paving job and they did not want to be responsible for future problems. I was told that I should not have payed until I was satisfied. I guess I am a bit confused about what protection the CCB is providing if it all comes down to the fact that I need to protect myself by refusing to pay? I have been told that RZ's paving has quit paving residential projects for the most part because people are "too picky", instead he focuses on patch work for utility companies where the workis typically not closely scrutinized. If you ever need pving work I would suggest avoiding this guy like te plague.

Yes this was 12yrs ago.the work was great.done as per home owners instructions.ccb said good work.home owner had no permit.to meet road.nor to pave.he then took me to court,and lost his little ***.as he cried like a baby leaving the court room.no one else did any repair work and the driveway is still thier and looks good.and he got more than a great deal.

I will never do business with crooks. Today 10/23/15 I witnessed RZPAVING parked in two handicapped parking spaces and the driver was definitely nor handicapped and had no handicapped place card in the vehicle. Driving practices are very important signs that the company does or doesn't care about there customers.
