They owe my mother money and no one will answer the phine

My mother was sent to Remarkable Healthcare in August because she had covid. They wanted ten days paid up front for her to be there. I asked them if she is not there for the full ten days would she get a refund. They said yes, absolutely. She was there seven days we still have not given her money back for the three days. The reason she was only there seven days is that her care was so bad once she tested negative for covid I had her moved immediately. I had to demand the results of the test, because they had excuses everytime they gave her one to not give us the results. So after seven days of her lying in a dirty bed and no one coming to check on her except to drop off her lousy meals I had enough and had to show my temper. I know how bad it was for a fact because I was there everyday. They didn't even bring fresh water with ice. I would bring a little bag of ice from home with a fresh bottle of water every day. They said the ice machine was broken. That was broken for at least the seven days she was there. Now no one answers the phone when you call I guess I'm going to have to see about filing a small claim case against them. I wouldn't leave my dog with these people.
