Deceptive business practice

QUALITY NATIONAL RECOVERY AGENCY LLC in Virginia. This business owner has lied about his health and medical condition to avoid paying people who are owed money.
He has not paid me for working with him. I have ample documentation to prove what he does and does not do. It is questionable about his claims of money earned. When asked about paying me, he said he was waiting for the attorney to pay him when in fact that attorney paid him 5 months ago.
He claims on youtube to make money and show checks however, does he pay the people with the claims??? Today again he says he can't pay me because of "investments" he made.
He calls himself a christian but keeps lying over and over. This has been a year since I have worked with him.
Preferred solution: Payment for services I performed to recover a claim for the owner for the client.
