Kept my money after packages never came. Refused to give refund and ignoring me

On 22nd Mar 2020 I placed my order With PlazaJapan.com. With the disruption of shipping due to Covid-19, I was extra patient and waited till July to contact them (I'm not sure of the exact date because I contacted them through the website contact page, but they got back to me on July 26th and they usually took 3 days to get back so I assume it was July 23rd.
I was very cheerful and polite letting them know the packages never arrived and that I knew that wasn't their fault. I asked if they could please locate my package and if it was unlocatable if I could please have a refund.
I'm not sure I'm allowed to post the email, but they apologized and asked if I could wait 2 more weeks for the packages to arrive. So I did.
On August 11th I emailed them saying:
Hello,
I'm sorry to say the packages never arrived. I'll take the refund, please.
Thank you
On August 13 they respond (screw it I'm sharing it)
Thank you for contacting us and we apologize for the delay with your shipment.
Your package has been shipped to the following address by Economy Air Mail shipping,
Unfortunately, tracking number is not available for this shipping method and we will have to request more details from Japan Post to possibly receive an update on the status of delivery.
Since you have been waiting for a long time, we will now request an investigation to our postal service.
Please note that since they will have to contact the postal service in your country, it might take a while until we get a report.
Please let us know if the package does not arrive in the next 10 days and we will fully refund your payment.
We sincerely hope you will receive your package soon and we thank you for your cooperation.
The same day, feeling cheated, I responded.
No, I'm sorry but I was already asked to wait 2 weeks, and I have done that. If I receive the package I will let you know and will send the money again. Please give me the refund I was promised.
They ignored this message and never responded again or issued a refund.
On August 27th I emailed again
I'm sorry to say I may never buy from you Plaza Japan again for the way you're treating me. I waited for 2 weeks and the person said I would get a refund afterward.
You have the audacity to ask for 10 more days and I still haven't received a refund. Please give me my refund now or I will have to leave bad reviews everywhere and contact the Better Business Bureau. I meant it when I said if I got the packages I would pay for them. This is lame AF.
I was so upset by this and other things happening in my life that I chose to cool off and assume they would do the right thing and I would just wait.
I'm embarrassed to say I so put it out of mind that the date now is January 10th and I'm only now finally filing complaints across the web.
Please don't do business with Plaza Japan.
The prices are very low but if the package is lost they will steal your money and ignore you no matter how polite you are.
I'm truly shocked in this day and age any company would try to pull this. I will NEVER buy from them again and do everything I can to prevent others from getting ripped off.
