JCPenney - Being charged for what was not received

JCPenney sent my order to the wrong State. Have been trying to settle the problem with NO help from them. I tracked the order through UPS myself. Their merchandise was returned to them...to their warehouse 4 months ago! They're trying to make me pay for their mistakes and ineptitude. Their customer service stinks, the agents don't seem to understand the simple phrase "I never received your merchandise. I don't have it. Check your warehouse."

Preferred solution: Their false claims have decimated my credit rating. I want it back. They bear the responsibility for this mess, now they can clean it up.
