Apple - I problem with resetting the home page

My phone thinks Im transferring data to a new phone. I am not. I thought I was just refreshing my home screen. I had lost my icon for settings and I was trying to get it back. No Ive got a message on the phone that says iCloud portion of my phone will only be available for 29 more days so I just want to be able to get rid of that message and keep the phone the way it is right now thanks.
