Thank you for posting your story. Bureau of Fiscal Services has delayed the awarding of the Direct Express contract because of the investigation of Comerica Bank and Bureau of Fiscal Services. It is good that you had your funds sent to another place. All persons should contact their US senators and request a follow up investigation of Bureau of Fiscal Services by the General Accounting Office (GAO), and ask for a follow up to the report GAO 17-176. If the GAO gets involved, good things will happen.

The BBB simply sends your complaint to Susan Schmidt of Comerica Bank (Detroit). Schmidt sends the inquiry to a Conduent employee in Texas. The "guard dog" of Fiscal Services is a person named Thomas Santaniello. Call him at (202) 874-**** or (202) 309-****. I live in Myrtle Beach and last year we had to mandatory evacuate because of Hurricane Florence. I am disabled and received my benefits on the direct express card. We went to the nearest motel which was in Georgia. I used my card at several gas stations. When we came back about a week later I checked my balance and I had $318. I went to the grocery store and found out that $300 had disappeared. I immediately began calling direct express to report fraudulent charges. I filed a report that was denied. I was told on the phone by a rude so called investigator that I was lying because the charges came from a town in Georgia 75 miles away from me and I had obviously been there. I tried to explain that I had travelled through an area in Georgia because of the hurricane but did not spend $300. They refused to believe me and hung up on me. I suffer from depression and PTSD and was in the care of a psychiatrist even before this happened. I almost lost my apartment and had to borrow money from my son for food. I even received a phone call the next day to ask me what other credit cards did I have! I can't believe they can get away with this!

A correction of a citation is necessary and clarification of the laws that is identified as Regulation E. The law is 15USC1693. The two areas which you would be interested are Error Resolution (Section "f") and Consumer Liability (Section "g"). Regulations are created by agencies and are based upon law, such as Truth in Lending (12CFR226) which I cited in error below. While the Truth in Lending regulations have some crossover similarities to Regulation E (Electronic transfer of funds), Regulation E is 12CFR205.6, not 12CFR226. My error, and you can study the differences. Comerica Bank is regulated by the FDIC, which is printed on the back of the debit card, and these are their regulations. You can also find the supplement to the regulations, which give more specific information.

i will try e-mailing her but in the holidays i think nothing will be accomplished before the first of the year (no fault of her's) direct express cannot say that 10 working days is not 10 working days according to there system. do the math; received the fraud letter dated the 8th. even not counting that day (saturday) and starting on monday the 10th to friday the 21st is 10 working days by any normal human beings understanding.

Here is what she did: She send an email demanding a copy of her "investigation" to advocacy@***.com. I was copied on the email. They know I an Jackie Densmore and the Feds are after them. she called Wendy Bridges (Comerica PR lady) at (214) 462-**** Wendy's sec referred the call to Susan Schimdt, Comerica SVP Corporate Quality Process (313) 222-****. Schmidt said she would make an inquiry (usually Schimdt does nothing; we have their attention now) victim then got call from "Calvin" in Direct Express (Conduent) advocacy (512) 250-****. Calvin said the money had been returned, all of it. Victim then got call back from Schimdt, to confirm repayment. If you have a problem, use these steps. Make sure you tell everyone you communicated with Jim Simms. Don' be shy with these people. They have been exposed, and they will pay for what they have done.

State that you want a copy of each month of fraud found on the account, and a copy of the investigation into the account. The person you need to contact at Social Security is Sarah Lizama, of the Office of Inspector General of Social Security. Her email address is sarah.lizama@***.gov. Ms. Lizama has been very receptive. If your parents have lost any money, let me know. There are others at Comerica Bank (which oversees Conduent, the call center) who can be contacted. We have a tentative agreement with an attorney to represent persons. We have 3 fed agencies involved. We are moving hard and fast. Nothing has changed one-year later. They have a transfer funds available which doesn't work. I found out it's no longer in service but online in your account that function still exists. I tried it, it took the funds then returned them a few days later. Call customer service, menu looping nightmare, no live person unless you don't provide your card number then it transfers you, a message about huge amount of calls then hangs up.

Comerica Bank is the bank which has the government contract to oversee Direct Express. The officials at Comerica (Susan Schmidt, in particular) have allowed the Fraud Unit (very inept) to violate federal law against withholding funds from customers whose accounts were defrauded. These matters have been turned over to the Office of Inspector General of the Treasury Department. Call Susan Schmidt at (313) 222-**** if you have problems with Direct Express. Schmidt is in the Detroit office, and works for Comerica. Make a record of your calls. Although Schmidt is responsible for the customer interaction with Direct Express (Comerica has the govt contract to administer Direct Express) she has proven to be quite incompetent, but she has to be contacted. Schmidt might refer you to a Customer Advocate with Direct Express (512) 671-****. I suggest you first log in a complaint with the Better Business Bureau in Austin, Texas, and fill out the online complaint. A lady there (I believe Anne Atkinson) will take the complaint, and she is great, but you HAVE to type the complaint. Atkinson forwards the complaint to Schmidt. A Direct Express customer recently had a problem and contacted the Customer Advocate. They have fired a dupe who handled my initial problem. So, file report with BBB, call Schmidt, and then call the Direct Express Customer Advocate.
