Tophatter - Worst possible experience

This is the second and final time I have had a Tophatter account, during the whole Coronavirus scaremare I had ordered several products through Tophatter. The ordered items extended the "expected by" date by what seemed to be an overly long time, though with conditions being what they were you tended to expect it. In the dozens of orders I placed during this period maybe half a dozen of them arrived on time and aside from that some arrived late. Tophatter asked that we grant an extra month or so for delivery before reporting them late which at the time did not seem entirely unreasonable. During this time apparently carriers were getting scarce. Sometime into this fiasco Tophatter seems to have found out that most of their packages (at least to me) had not been delivered. These carriers apparently tell Tophatter that they have turned quantities of goods over to the USPS, though USPS state that they have not received them. Even though these items have not been arriving Tophatter has been marking them as delivered. After my initial contact with Tophatter they told me that since these items were untrackable they would confirm delivery themselves but ask that you wait 3-5 business days before reporting on them. Tophatter also has a policy to not honor refunds on items which have been confirmed, apparently even if the confirmation was posted fraudulently by themselves. On the items that Tophatter does issue a refund they always try to give the refund as Tophatter credit, because who doesn't want to buy from somebody who has failed to deliver of orders that you previously made while they fraudulently claim that you received the items to avoid refunding. If on occasion you do not report to them that you are still waiting on an item because you try not to let them consume your entire life it seems that you have stepped out of refund window entirely. Most of these orders are for just a few dollars each but when you have dozens of them it accumulates. If you spend "Tophatter credit" on an item and you find that it will never arrive Tophatter will be there to rub salt in the wound because even if they don't just lie about you receiving the item they refund the money as credit to the place that can't deliver to you. If you spend considerably more cash to purchase items after you have used your credits those items will only be refunded as credit. You would certainly have used that credit later instead of your cash on your subsequent orders and quite possibly that credit was actually supposed to be a cash refund when issued the first time. I also see that they are limiting the time you have to use some credit. Should you decide not to buy items that you have no reasonable expectation to receive your money can still be made to evaporate if it is not just taken with false documentation.
