The District - Unethical withholding refunds from cancelled concerts

The District has been withholding refunds from people who purchased tickets and the concerts have been cancelled. My wife made the purchase of our tickets so she has been dealing with them since about April or May. First they told us that they were not refunding due to waiting to see if the artist was going to reschedule. A few months went by and my wife checked with them again as we had heard nothing. At that time in September, The District stated the concert was officially cancelled and to expect a refund check in a few weeks. Nothing ever came and my wife continued getting the runaround from them. Last Wednesday, they told her that the checks were in the mail that day. We waited until today and nothing showed up. My wife called today asking about the refund again and the guy on the phone had a little attitude with her when she said she wanted a call back today. He called back shortly after stating that the check was on his desk. She told him that we would be stopping by to pick it up shortly so don't waste our time with mailing it as we will never see it. This check magically appeared on his desk after he had heard me state that I'm sick of this *** in the background. We showed up to pick up the check for him to tell my wife that his Boss took it to mail it. He had to call his Boss to bring it back which took forever. We got our check for the refund finally but only because they became nervous about my anger in the background. This was evident through the guy on the phone asking if I would be coming along to pick up the check. The method worked. Later, I replied to and messaged people who had asked them on their Facebook page about the concerts. The District had offered no updates on cancellations. Just stating they will update when decisions had been made. That was over 2 months ago. The District deleted the comments, blocked me and called my wife asking her to tell me to stop as they had received a couple phone calls from the messages I had put out.

I got my money but they are withholding information from customers and holding money that does not belong to them anymore
