National Highway Traffic Safety Administration - MA "DMV" is a joke

My license was suspended for a failure to appear for a non-moving violation. I had recently moved to NC and was using my MA license. NC has since cleared the record and I am eligible for a license in their state. MA, however, requires one to appear in person with documents to clear NDR records. They need a clearance letter which NC no longer issues. They also need a letter which is less than 30 days old from the NDR in Washington, DC. I contacted a lawyer in Boston to help and even a lawyer who charges $1200.00 to clear up the problem will need your presence in the state. What is wrong with MA and its backward systems?
