PayPal - Item not received

I purchased three rare glass items that total over $4,000.00, I have had issues in the past with items being taken from my porch so I have instructed the post office not to leave items on my porch but that I will pick them up which I have done for the past two years, although the Post office is open, since the Coronavirus issue once again items are being left on the porch (open slab of cement) about 8 feet from the sidewalk with heavy foot traffic, I had the above referenced package stolen, I contacted Pay Pal and opened a dispute they tell me the package was delivered (the postman signed for the item and left it on the porch) so they are going to close my case and I will not be refunded also the seller only insured the item for $500.00 but Pay pal told me the claim is denied even though the Post Office told me to file a claim for the insured item (and the seller has filed a claim but no response as of yet)according to the seller but my charge back or refund is denied. I did not received this package or these items and there was only $500.00 insurance purchased, what can I do?
