This is a common retail practice to not issue cash refunds over a certain amount and to have a check issued. This is CLEARLY stated in Best Buy's return policy:
"If you paid more than $800 in cash or more than $250 by check or by a debit card without a major credit card logo, we will refund you by check within 10 business days"
So no, Best Buy is not going to reimburse you for gas or the interest (really 10 days worth of interest?) and this is not a selective policy because it's applied to everyone. And good luck finding another retailer who doesn't have a similar policy.

The return policy is very hassle free. Pack up the rug and ship it back via UPS/FedEx/USPS and include the return form with it. Done. Kohls even says in the return policy to send all shipments prepaid (meaning you pay for them). This policy is shared by many companies who deal in large heavy items; Restoration Hardware, Pottery Barn, Williams Sonoma, etc. If you don't like it you pay for return shipping and how you get it back to them is your problem.
You mentioned the quality was poor, did you tell customer service this? They might have arranged a prepaid label if you said the quality is bad, however it would still be your responsibility to take the item to a shipper with the prepaid label or arrange a pickup.
So yeah don't order a heavy item from Kolhs, or Restoration Hardware or Pottery Barn or any online store if you aren't prepared to arrange shipment back to them if you don't like it.

Overstock, Target & many other stores provide FREE returns and I will use them instead!
I did tell customer service quality was poor, and was NEVER told they would not pay for the return and arrange for pick at house (since it arrived at house). I had to pay for shipping TO MY house. I explained the rug weighed over 60 lbs. and I could not lift it. I was told I would be contacted by UPS for pick up. Never heard from UPS. Called Kohls and received a different response: An email would be sent in the next 24-28 hrs. NEVER got it. Called again to follow up. Told again to wait for e-mail -- DID finally get it but no return label and no pick up by UPS. Had to inconvenience someone else to pick it up and return to store.
THAT was a hassle.

Like most laws the politicians made it very broad and open ended and the pharmacies would rather refuse a prescription than have the sheriff/DEA knock on their door. No one looks at the gift card number because that would violate the security of the card, go figure. So yes it makes perfect sense as to why they do not have the numbers. Which is also one of the multitude of reasons why gift cards cannot be replaced if lost or stolen.

Macys cannot remove the service fees or interest because that is handled by American Express. AmEx are the ones who own the credit card account and dictate fees, interest, etc. So perhaps you should contact AmEx about that.

Actually, the revolving Macy's account and card is all handled by Department Stores National Bank (DSNB). American Express has nothing to do with it unless the customer has the Macy's AmEx card, in which case AmEx is only responsible for fees and charges added to the AmEx portion of the card.

This is not something unique to Macy's just so you know. Plenty of furniture companies will not deliver items until everything is ready to be delivered. Delivery companies are stretched thin as it is and don't have time or resources to deliver a mirror and then a bed and then a table and so on every week or two weeks. Just so you know, our entire bedroom set has been sitting in storage for weeks and still is, waiting for the sofa to arrive. The mirror is still a separate delivery with a separate delivery charge. I suppose the reason we were so upset is because we had to buy furniture from another company and they delivered a few pieces one Saturday and the remainder the following week after it arrived at their warehouse. They did not make us wait for all pieces to arrive at their warehouse for delivery. We really liked the Macys furniture, not their system for delivery. After all, they charge for each delivery. We were willing to pay.
Still waiting for the furniture delivery from Macys but at least we have a dining room set and a kitchenette set to sit on. I hated to cancel the beautiful dining room set we ordered from Macys but had to because we really needed furniture. So you see, this cost them as well.
