Thank you for this advice! I left a message with our legal aid office here to get a second opinion on this, as I don't want to just skip out on the payment then be in more trouble down the road. Just waiting to hear back from them. I did call them and told them I HAVE the receipt showing I paid for the items, and they just didn't care and said I had to pay anyway, so it just seems like it's scare tactics.

I would double check with the bank. It is possible that what you see on the statement is simply an authorization. Basically when you place the order Best Buy goes to the bank and asks "Can we have this money?". Your bank then says "Sure" and Best Buy is then authorized to remove the funds. However until an item ships companies cannot actually take the money. So Best Buy has been authorized to remove these funds at that time. So if it is an authorization it will simply drop off of your statement and when Best Buy ships the laptop will become an actual charge and remove the funds.
First thing I would do is contact the bank and double check this. The bank can not only tell you if this is an authorization but if it is an authorization can tell you when it will fall off. If it is an actual charge then I would check with your state's rules on when a company can remove funds for items that have not yet shipped because in most states that should be illegal and it could also be a federal issue.
Do not assume just because the balance on your account is lower that this is an actual charge however, authorizations and charges look exactly the same on a statement. The only way to tell is b

Actually I have never had a problem with Target. What brings me here are fellow customers who think they are above the rules/policies that are clearly spelled out and think they are special. When these other customers do something wrong (like not keeping a receipt) I call them out on it. As a consumer I make sure to either keep my receipt, or suck it up like an adult if I lose it. So when other people whine because they didn't get their way and it's their fault, I find the need to retort.

Maybe they had 20 bottles on the shelf earlier that morning and other people came in and bought them because as you said bronchitis is spreading all over town. Maybe they are having problems getting more supply because every pharmacy in town is ordering because of the disease spreading. There are a myriad of reasons a store runs out of something and it's not always their fault/in their control.

Refuse to help cancel an order

Most major online retailers will not change the shipping address for an order in process. Reason being is the order is pulled by robots in an automated warehouse. Hardly any humans touch your package. So one of the handful of humans in a million square foot warehouse now has to try and track down your one little package to change the address. It's just easier to not allow it/say it cannot be done.
Now some shippers will attempt to change an address with a package in transit, however even then they cannot guarantee this will be done and not all shipping companies/delivery methods allow this.

Macy's is no more greedy than any other company who wants their money. And by the way, Macy's credit card is handled by American Express, so AmEx are the ones who set the terms of the loan (late penalties) NOT Macy's. Even if you couldn't make the normal payment (which you are still responsible for) how about being proactive and calling ahead of time to say "Hey I'm a bit short this month what can we work out?" rather than just doing nothing and expecting them to just overlook your being late. Also, Kohls is not the bank, they did not loan you the money nor do they handle credit reporting, that is done by Capitol One.
(I won't even post the sections of your credit agreement that outlines all this and says if you are late Capitol One has every right to put you in collections/lower your credit score, and agreement that YOU signed. I will simply advise you to read it again or more likely for the first time)

This is not specifically your bank's fault, but it's not Target's incompetence either. A purchase cannot simply be voided. It's already gone through. So the original purchase hits your account (which it obviously did) and then the second purchase hits you account (which it did). What happens then is Target issues a refund for the first purchase (they can't just void it, it's already gone through), however refunds for some reason in retail are not as fast as purchases. The communication between Target's bank and your bank can take a few days. And sometimes yes, the bank can push this through but often it just has to run it's course. So next time I would make the purchase the way you want to, or save the gift card for next time because otherwise you will run into this.

First, this is a Capitol One card. Kohls is not a bank and is not the one who loaned you the money, therefor Kohls does not make the rules on interest, fees, etc. Capitol One makes those decisions.
Second: "You may use our optional services to make payments electronically through our website, our automated telephone service or our customer service advisors. You do not have to use these other payment services, and we may charge you a fee for expedited payments made with a customer service advisor. If we do, we will tell you the amount of the fee at the time you request the service. We are not responsible if a payment made using our payment services is rejected or not paid. Even if it is, we may still keep the fee.
Third, you can always just send a check in the mail.
However as noted above in the credit agreement YOU signed, you agreed to say to Capitol One "Hey, if I want to pay on the website or over the phone, I may be charged a fee and I'm ok with this."

Except in this case the employee who did not follow policy could have been seriously hurt or worse by the shoplifter and now Joann has to pay worker's comp. Also this would have opened up a lawsuit against them by this employee. They could have been sued by the shoplifter depending on how the manager stopped him. Also there are certain things that have to happen for a shoplifting charge to even stick which the employee may not be aware of since he is not loss prevention.
I am certainly not on the shoplifter's side, but I am on corporate's side when they decided to fire this person because they opened themselves and the company up to all sorts of legal problems and one employee is not worth that.

You don't want to pay shipping, you wait until they ship it to store. If you want it right now, pay for shipping. You can't have it both ways.

Actually, with the exception of some large items, site to store items come in either fed ex or ups, and they do come in every day with the other fed ex and ups items, not in an 18 wheeler that had to wait for a full load.
