Do NOT order from Halloween City

I ordered a costume for Halloween. I never received the costume but DID receive an email stating that my order had been returned to the company and a partial refund would be applied. I tried calling but was put on hold with over 47 people on line in head of me. I called again a day later and was told a full refund had been applied. I explained that I still needed my costume but was told that it would be impossible to get one this close to Halloween now (it is now Oct 28th). I was also told that the reason I never received the costume was because "a double shipping label" had put on the package by the company with two different addresses. I asked to speak with a manager and was told that there wasn't one. Horrible experience. If they made a mistake, they should have rectified it and sent out another costume immediately or at the very least, over-night one. No fixing of the issue and not able to speak with anyone in charge is ridiculous.
