Evolution Auto Screwed me out of promised new tires for car

I bought a used car from Evolution Auto in Sanford Fl, and was told they would change the tires from my trade in on to my new car. After waiting around for 2.5 hours I was told without a reason that they could not change the tires. A few days later I was contacted by a customer follow up phone call where I explained my story and my disgust at how I had been treated. The "Care Specialist" told me that he would take care of the problem and call me back within two days so we could sort out the problem. Well two days went by and I had not heard from them so I contacted Evolution Auto and asked to speak with their follow up person. They told me that they did not have anyone who did follow ups but they would ask around and call me back. Well once again no one ever returned my phone call. Well, three weeks go by and I am driving down I-4 and the back left tire on my car rips apart from the sidewall (thankfully my 10 month old was not in the car or this would be a different conversation). I went up to the dealership that night and asked to speak with the owner or manager. He was of course busy so I was shuffled around to speak with Tim the lead car tech. The tech informed me that they did not switch the tires because of a speed rating on the tires that would have come off of my new car and put on the trade in. When asked why this was not explained to me during my 2.5 hour wait no one had an answer. I then brought up the fact that someone in their customer care department said they were going to take care of the situation. They responded and told me that no one made calls from their dealership and that any call would have been an automated message via a contracted company. They also said they did not even have my contact number in their system so there was no way they could have contacted me. When I swore up and down I spoke to a human being they then asked for me to prove it. The feeling that was portrayed was that if I could prove someone from their dealership actually called then they would rectify the situation. The next day I printed off my at&t phone bill and highlighted the number from their dealership and took it up to Evolution. I went to their service department to speak with Tim, the head tech who had asked for proof. I was informed that Tim had just left and would be unavailable the rest of the day. When I asked the guy at the desk to speak with his boss he let me know that he was also unavailable. I told him my story about the tire situation and he informed me that he remembered the job and that they could not change the tires because of a weight rating. This was now a second story to why I could not have my old tires put on my new car. He took me inside so that they could run the number in the system, which turned up as their number. They were then able to pull up the recorded conversation with me and one of their service guys, not a care specialist but a tech who had nothing else to do. So this story had gone from no one calls customers except through a contracted company, to having a recorded conversation of me and their tech. Once again there are multiple stories for the same situation. The manager in charge of customer relations finally came out to discuss the conversation they had recorded and apologized that I had not been treated better but because they had nothing in writing that said they would fix the tires I was stuck. They did offer to give me the employee discount on the tires so I asked for a quote. The head of the service department responded that he would need some time to figure out how much it would cost. I have never been to any shop in the entire country where you are not produced a copy of a quote instantly. I am now waiting for the quote but I have very low expectations of the number being remotely fair for the lack of respect that I have been shown. The team at Evolution auto is good at manipulating stories and selling cars. However there is a serious lack of respect and responsibility to verbal agreement. I will never purchase another car at their facility ever again.
