Never Received Shoes, They Took My Money

I went online searching his website in July 2020. I purchased online for $250 plus taxes.
Months went by and I never got my shoes. When I reached out the guy tells me that PayPal was holding up his money (which isnt the customers fault). He never sent the shoes nor have I gotten my money back. He then tells me to go to my bank in which they explained that after 60 days its between myself and the merchant.
This is why I hate supporting my own black people because of this. Its now October 2021, over a year later and I still have no shoes nor my money back. DO NOT ORDER ANYTHING FROM THIS GUY.
This is just poor customer service. He would ONLY text and would never talk.
