Possible fraud?

I received multiple calls this AM, each time an uneducated-sounding young man who claimed to be calling in response to an inquiry from my young son regarding health insurance. I told them each time that I am not interested, but they keep calling. While typing this, I got yet another call from a young man, somewhat more intelligent sounding, who claimed to be a licensed broker responding to his inquiry. This call from 954-623-****. Why on earth must I enter at least 80 words? That is ridiculous.
