Disappointed, wanted to file an official complaint for My-personal shoppers

Although full amount refund was completed by the seller few days later, however it couldn't fulfill my time, money and emotions that involves.

Date: 01/05/2015 Purchase Date: 04/30/2015 Model Number :Chanel Wallet on a Chain Messenger WOC Black Leather w/ CC Jacket Detail Bag (Item Number: 507) Transaction ID: 50U028907MXXXXXC Payment Amount: $1399.00 via PayPal I purchased the item through the seller website and payment $1399.00 made successfully from my PayPal account that linked with my checking account. I'm confident enough to said payment must been went through 100% without payment failure chances. At the same time, i received the receipt sent by PayPal and confirmed the transaction has been completed. Unfortunately, the seller sent me an email few hours later and telling me the item being sold to another buyer and they will refund the money back to my account. The reason given was they said my payment was being under review within 24hours by PayPal. I doubt that this is the real reason. I discovered seller selling the exact same item on eBay but the price was $100 more, therefore i purchased the item from the seller private website and payment made via my PayPal account. My concern is how could the seller sold the item to another buyer which i had placed my order and payment made successfully right away. (I'm a 100% verified buyer status from PayPal) If their reason given were valid, i am totally disagree seller sold the item to another buyer while their system generated my payment is being review by PayPal within the said time. I am truly doubt that and i believe the seller choose to sell the item for higher selling price to another buyer. This circumstances might cost nothing for the seller, but to a buyer this is totally unfair. I've spent few hours choosing the items, narrow the various options and finally found a piece that really i like and i made the payment without further hesitation. This unfair incident was truly an awful internet shopping experience. Update: I filed the official complaint to BBB however BBB replied me told me unfortunately My-Personalshoppers wasn't register under BBB (Better Business Bureau). Therefore, they can't take any action toward this complaint.
