Dealer misrepresented car in advertisement

BE WEARY OF THIS DEALER! I purchased a used diesel beetle from them, which was advertised as having a "new" timing belt and water pump. Long story short, the timing belt failed 2 DAYS after buying it, resulting in over $2,000 worth of damage. The dealer refuses to take responsibility for his false advertising. All attempts at contacting the dealer have failed, including refusing to accept certified mail deliveries. I understand used cars are often sold "As-Is", but a business can't blatantly lie in an advertisement for what they're selling. People always say it takes a certain kind of person to be a used car dealer. I thought I'd give him the benefit of the doubt. What a mistake! BUYER BEWARE!
