This unlicensed plumber who's journeymen license expired in 2012 and operates under license number #6999 through an actual contractor DW Plumbing (Darnell Decarlo Winkey) and he creates contracts under Marchan Plumbing and Heating, LLC with the address of 4206 Belvieu Avenue, Baltimore, MD 21215 with phone number 443-564-**** performed a real scam on our home. He was referred to us for plumbing and heating work on a newly demolition remodel that we purchased at auction. He said that he would do the work for the entire home for $18,000 and that he would provide all materials, gas furnaces, AC units, plumbing and permits, etc. This is where the nightmare began. He stated that he "knew" the inspector and they were friends. After the inspection on 4/27/2018. He disappeared and said he was going to Trinidad and that he will finish the house don't worry. Months later, we couldn't find the guy. This is after two deposits for $8000 and $6000. We had no idea that he wasn't licensed and the problems that he did to our home. The plumbing work was very problematic, incomplete in many places, copper missing from tubs and shower heads, traps missing from all toilets, open sewer lines, missing sump pump lines, missing drainage, cracked and broken sewer pipes and lines. Incorrectly sized ductwork, returns done the wrong way, supply lines wrong or missing, gas furnaces missing, line sets, coils and AC cooling parts for the gas furnaces missing. He didn't place any pipes for the gas to go outside of the property or for the furnaces to connect to the AC units. Basically, he didn't know what he was doing. He likely knew some things and scammed the rest. Now we are doing through the legal process for Theft by Deception and contractor fraud with Baltimore City and the State to make sure he never does this to a US Navy Veterans, Nurse or anyone else hardworking that takes years to save our money only to be scammed by an unscrupulous unlicensed contractor.
