Suspect Explotion of Elders

Legacy Imperial Village (LIV) is the new owners' name for what once was Imperial Plaza in Richmond, Virginia. My mom lived there for 4 years and recently moved out because she could not get anyone to fix her broken toilet for 10 days, and the elevators only work sometimes. She gave her 60-day notice in writing April 15th, and was immediately harassed by management, who attempted to get her to stay. She moved out at the end of May, and understood that she had to pay rent for the full 60 days after giving her notice, as required according to her lease. However, they took out 3 months' rent, and have not given it back. She was told that they thought she might change her mind about moving! Sounds illegal to me! Early in June the Business office told her that she would get her refund on June 15, but then they said the check was cut and sent June 16th. That was 4 weeks ago, and she has still not received it. Although they used direct withdrawal from her account, they claim they can't deposit it back in the same way. I spoke with the Business Office manager on June 28th, and was told that a new check was cut and mailed the same day; neither check has reached my elderly mother, who is 84 and on a fixed income. After some discussion, it looks like this has happened before and no doubt will continue to happen. I will contact the Better Business office and will contact the Virginia Attorney General. Would appreciate other stories about this company that seems to be exploiting the elderly.
