Misleading Sales Practices and Request of Unnecessary Personal Identifiable Information

The dealer advertised the car VIN N# ZACCJABBXJPJ46865 for $14,696 at Cars.com. I called back and the dealer confirmed the price, VIN N# and stock N#. I said that I was going to pay cash, no credit application necessary. The dealer asked for some PII (Personal Identifiable Information) allegedly to calculate the price. Later called me a price above $19,000. When I asked what happened, I was told that I didn't qualify for all rebates (military, realtor, etc.).
