Threats required to get the refund owed

My father purchased funeral services from this company in 1996. On August 27, 2013 after my dad's demise, i reviewed the service contract with Steve Nowatka, the principal in the office. I told him what services I wanted. He told me that they would refund $310 due to me. I expected a check within a few weeks. No check arrived. Beginning in mid october i made several phone calls. Steve either did not return my call or lied. He promised to mail a check, he said the check was in the mail, he said the post office had lost the check. On October 31 I told him I would be in his office on Monday, November 4. He had the check ready for me. Had I not persisted he would have kept the money.
