Dear Kindertons,

I received a phone call and email on 13/09/2023 stating I had received a PCN whilst in a hire vechile and that as per agreement I would need to pay £36 administration fee. I looked further into the date of when the incident happened and I can see it was 3 months prior to receiving any notification about the incident, the council has legislation that states a PCN needs to be ussued within 28 days in order for the claim to be valid, as this exceeds the 28 days I don't understand why I am being pressured (I received two phone calls asking when I can pay) into paying for something that should not be valid.
