2nd new meter not installation 3 months

On 27th Feb 08 deposited Rs.1000 towards replacement of new meter to be installed at 83 Bima Vihar Connection No.030522, a/c no.1611**** as we ourself observed installed electronic meter has stopped giving reading. After that, meter checking operation went. They also recorded non working of meter, in their document and records with marking on meter etc,. Followed the case with Kesko Bill stn, Vikas Nagar approached Jason (AE-?), no of time without results. Now understand M-form (meter installation replacement order not forwarded by AE, Vikas Nagar sub station. Jason is no more customer concern persons. His tenure has expired. I am afraid why Kesco has engaged a retired useless person on such sensitive post when hundred of persons are daily roaming around his office for pitty jobs and finally getting into trapped into unfair means to avoid harassment and delays. My problem is I do not know whom to approach, (letter in person and courier is returned, verbal request is not looked into,at Jason office) and I am now every month billed on higher fixed average.
