Didn’t deliver what was in contract and what I paid for
- - Wording implied a rubber roof; roll roofing with partial rubber was installed.
- - Work began before permits; he threatened not to obtain permit/CO.
Hired him because he was supposedly putting a rubber roof On my Flat roof instead he used wording in contract that implied it but just put On regular Roll roofing that had partials of rubber. See wording then Google exact wording and you will see that it is not a 4 ft roll overlapping like I got.
Did job before he got permits & Then threatened me that he was not going to get the permit and coc and I would have had to deal with the county. Terrible person and very shady.
Filled complaints with the county and they did nothing. Could have gotten the same job for $3000 cheaper and a honest man

Mr. Rossi received a written estimate with all the materials used on the roof, before we started roof.
After we were done, he started with every excuse not to pay us. He filed false complaints against us at Pasco County, Building Department, Business and Professional Regulation, Department of financial regulations who handles insurance coverages.
He finally paid me after all his false claims were answered. We have been in business for over 25 years and would never provide services not exactly what is on our contract.
