Justice would not credit my pay pal account. They would only issue a gift card.

I purchased christmas gifts on Justice web site and paid with pay pal. I returned these items to the store and they would not credit my pay pal account.
They told me to call customer service. the store would only issue a gift card. When I called customer service, three agents hung up on me. I asked to speak to a manager and was the manager would not talk to me to resolve the issue.
If justice cant credit pay pal, why would they even have the option on their web site??? Why, because they just want your money. I cannot believe a customer service manager would not speak to me.
What kind of customer service is this? I will not be buying another item in Justice Brothers store again.
