Declined my card but still took my money

Declined my card because some reason it said it was frozen which never happens and it still took money from my card and has not refunded me back!

I don't understand why it was saying this but you need to fix your website or at least accept the order if you are taking money out of my account please

I tried to call the 800 number and received a recording to go to the website. That was not working and went back to square one and found another 800 number and that was as useless as the first one.
