Been CHARGED for several months and i cant even access my account

I have been trying to seek or communicate to no avail as Heroku has made it impossible to reach their customer support if one is not able to login. I have no way to access as its asking for an authenticator which i dont have.
I demand for a refund for all the months ive been charged. They dont even have email support to dress this issue!

The 'customer service number' provides a recording: 'not available from your calling area'. I live in Seattle.
I could not log in to my account to update my credit card. I received messages that my account would be deleted. I have tried emailing 'support' four times with no responses. I even had my developer try, but he says he cannot do anything because it is not from the 'owner email' (my email that they do not respond to).
Now, I'm receiving emails stating that all data has been 'deleted', and still, no responses. If the data is truly gone, it has erased my reservation system and all current data including customer history, account balances, etc. Meanwhile, my website has crashed, and customers are upset because they cannot access it.
It’s a total disaster. This is the worst experience I have had with any company in the 42 years of running businesses.

Nothing is working for any free trials
Everything is confirmed on TV system says it was down from 12 AM to 12:30 AM it is an hour beyond that still too no success
