Can't log in, need new ID card.

I need a new ID card and cannot get a hold of anyone. The sight recently updated which made it so that I can no longer use my biometrics. I don't remember my password to log in and reset my biometrics. I lost my ID card which is the only way to reset your password. I'm having a very hard time getting a hold of anyone to get a new ID card.
