Glacier Bay in Lincoln, California - How does the two part button work?

I just moved in to our used home and do not know how the Glacier Bay toilet works to flush it. I think it has the two part button to do a full flush versus a water saving partial flush. There is a large silver metal part of the one button and then a blue colored smaller button. What are those two buttons function?
